PNAD data shows that people with disabilities have less access to education, work, and income in Brazil
São Paulo, July 2023 – On July 7, the PNAD (National Household Sample Survey) released data that confirms and highlights the difficulties faced by people with disabilities in the country. The employment rate for people with disabilities was only 26.6%, less than half the rate for people without disabilities, which was 60.7%.
A Reatech – International Fair of Technologies in Rehabilitation, Inclusion and Accessibility, which takes place from October 4 to 7 at the São Paulo Expo, is holding a three-day Congress (from the 4th to the 6th) to try to change this reality. The event brings together leaders from various organizations regarding Inclusion and Accessibility.

We hope that the lectures and debates can, beyond informing, raise awareness among listeners about the importance of discussions on inclusive policies and advancements in the field of rehabilitation. I believe it will be, once again, a great opportunity to acquire valuable knowledge, make important contacts, and find solutions that can improve the lives of many people, highlights Leonardo Massaki Baba, content manager at Blue Ocean Events, the congress organizer.
Data from the PNAD reveal other figures that underscore the greater difficulty people with disabilities face in accessing the labor market compared to people without disabilities. 55% work in the informal sector (compared to 38.7%), the labor force participation rate is only 29.2% (compared to 66.4%), a figure that rises to 54.7% (and 84.2%) for those with a college degree.
“It was impressive to see the variety of technologies and innovative solutions presented last year. The content was extremely informative and addressed topics highly relevant to the sector. This year, we are looking to find experts and individuals who can contribute both with their knowledge and their life experience so that, in addition to informing, we can raise awareness about some issues that are extremely important in our society, adds the director.
The meeting will present policies, actions, and methods for inclusion, accessibility, and rehabilitation in the corporate market. The event encourages exchange and interaction to present and debate the transformations and best practices that the market is undergoing in its culture and regulations, and consequently, in its cultural, physical, and digital structures to accommodate diversity and disabilities and promote social equality.
“The fair provides the sharing of new knowledge and information on a subject so present in the lives of many people. It is a blessing to be able to bring more light to this topic and illuminate other people, families, and organizations so that together we can continue walking this same path, joining forces and uniting purposes for the same cause. When one is aware of autonomy, technologies, and the opportunities present in our job market, it directly and indirectly promotes inclusion,” stated Thomas Barros, director of Universal Chemical.
Engage teams and leadership
Barros will be one of the members of the panel “Promoting Inclusion through Team and Leadership Engagement” on October 5. The expert explains that it is necessary to first make an internal change within companies before promoting the second point, which is external change.
“Engagement must come naturally, almost as a consequence of our duties as a human species and in solidarity with our fellow human beings. It is up to us, leaders, to provide a business environment where everyone can exercise their maximum potential and humanity in actions both internal and external to the organization. We must also set aside an investment for promotion so that these actions can be ongoing, making this become a corporate culture,” he adds.
The congressman believes that the meeting helps improve the quality of life for people with disabilities (PWDs) and contextualize accessibility in a humanized and respectful way. “We learn new stories, and we are inspired to rewrite our own as well. There are more than 50,000 people who attend the event every year. So, the transformational potential is very great in the long term,” he concludes.
Difficulties range from school to income
Even though there are approximately 18.6 million people aged 2 years or older in the country, people with disabilities face greater challenges than the non-disabled population in Brazil in areas other than the labor market. Discrepancies can be seen even in literacy rates: the illiteracy rate for people with disabilities was 19.5%, nearly five times higher than that of people without disabilities, which stood at 4.1%.
The lower level of access to education is reflected in the number of high school graduates, with a rate of 25.6% for people with disabilities compared to 57.3% for people without disabilities. Finally, the average real income is also lower: R$ 1,860 compared to R$ 2,690.
“We chose topics for the lectures based on various surveys and interviews we conducted with industry leaders. We arrived at a consistent agenda, addressing the most recent demands and creating an enriching debate,” concludes Leonardo.
